The planet Rigobare is one of Hass’ little experiments.
It has the planet equivalent of an over-active thyroid and is in need of urgent attention before it and all its inhabitants involuntarily part company. Hass has been ordered to make good. This will drain his life-store, essential to the creation of new galaxies and to prolong his own life. He and his two accidentally created unauthorized companions are spotted on Rigobare by some locals while they were performing miracles.
These stories pass rapidly round the native intelligent population, who happen to be prototype dinosaurs, and all hell breaks loose including plenty of limbs, heads and tails. This news gets back to the governor who has no choice but to send in the inspectorate.
